The British military presence has been sharply reduced and now contributes about 11% to the local economy. The financial sector accounts for 20% of GDP; tourism (almost 6 million visitors in 1998), shipping services fees, and duties on consumer goods also generate revenue. Although tourism and other services have been growing moderately in recent years, the government has been ineffective at introducing new industries. Tropical storms wiped out substantial portions of crops in 1994 and 1995, and tourism in the Eastern Caribbean has suffered low arrivals following September 11.
